The lunar cycle is 29.5 days long.
The full moon has a peaceful image in Japan, such as a bunny rabbit
pounding rice cakes on the moon during the night of the so-called
Jugoya.
In Europe, however, the full moon represents something more serious
and heart-pounding, as in the tales of werewolf and Dracula, to name
but a few. (It is surmised that this is probably due to the latitude.)
While the highly complicated functions on watches were invented as
luxury for European nobles, the Moon Phase was created so that administrators
could comprehend the lunar cycle, and know, believe or not, the crucial
moment at which to enforce regulations.
At that time, the administrators took advantage of the function to
grasp the mental condition of European civilians and to avoid enforcing
regulations during a waxing moon.
This function, in fact, is still used today for the treatment of
mental patients.
